TWHC advocates for the Healthy Texas Women Programs, the Family Planning Program, and the Breast & Cervical Cancer Screening Program (BCCS) at the Texas Legislature.

Texas maintains a few limited-benefit programs that serve as a healthcare safety net for uninsured women (and some men) in the state: Healthy Texas Women (HTW & HTW Plus), which are Medicaid waiver programs, and the state-funded Family Planning Program (FPP). HTW and FPP collectively serve approximately 300,000 people per year, out of a potential 1.9 million Texans of reproductive age who may be eligible for services. Services include birth control, chronic disease testing & treatment(including STIs), and mental health support. The BCCS Program provides free cancer screenings and referrals to the BCC Medicaid Program.
